In plain English
Deaverview is in planning. The City, the Housing Authority and PEAK Academy are making one plan for more than 50 acres of public land in West Asheville, including the 160-unit Deaverview Apartments, built in 1971. The Housing Authority wants to replace those apartments so residents move only once. The plan is to include mixed-income housing, a public school, recreation and community services. An earlier 82-apartment plan ended in 2024. Building anything, and paying for it, will need future approvals.
Where it stands
On Sept. 8, 2026, Council approved a contract of up to $399,800 with City Collective, LLC to write the plan. The plan itself isn't written or approved yet. Any land deals, construction and funding will need future votes by Council, the Housing Authority's board and PEAK Academy's board.
Next
Once the contract is signed, planning is expected to take about 18 months, in phases, with community meetings throughout. That is a planning schedule, not a construction date.
